Dans la ligne des objectifs d’autonomisation... more abstractL’article part d’une méthode empirique pour analyser l’action culturelle trilatérale mise en place par le Brésil à travers les clubs de puissances émergentes, comme l’IBAS. Dans la ligne des objectifs d’autonomisation de son agenda Sud-Sud, la diplomatie culturelle du Brésil n’a pas pour fonction ni pour usage de servir de vecteur d’influence et de domination culturelle sur les pays partenaires. Elle vient plutôt appuyer une volonté de diversification des références culturelles du Brésil, notamment sous la présidence de Lula da Silva, en vue de réduire les influences et référents culturels venant du Nord et véhiculés à travers les médias, le tourisme, l’éducation et la publicisation des modes de vie à l’occidentale. Cependant, au-delà de cet objectif politique, les usages sont également économiques et visent à augmenter les flux touristiques au Brésil en provenance des autres pays émergents membres du club. Este artículo se basa en un método empírico para analizar la acción cultural trilateral implementada por Brasil mediante los clubes de potencias emergentes, como el IBAS. En consonancia con los objetivos de autonomización de su agenda Sur-Sur, la diplomacia cultural de Brasil no tiene como función el servir de vector de influencia y de dominación cultural sobre los países socios. Más bien busca apoyar, particularmente durante la presidencia de Lula da Silva, una voluntad de diversificar las referencias culturales que recibe Brasil, con el objetivo de reducir las influencias y los referentes culturales del Norte, transmitidos a través de los medios, el turismo, la educación y la difusión de los modos de vida occidentales. Sin embargo, más allá del objetivo político, los usos son también económicos y buscan incrementar los flujos turísticos hacia Brasil provenientes de otros países emergentes-miembros del club.

It studies the negotiating tactics and manoeuvres of bureaucra... more abstractThis paper is a cross-disciplinary study of the bureaucratic politics of negotiation by small states engaged in asymmetrical relations with larger states. It studies the negotiating tactics and manoeuvres of bureaucratic actors of a small francophone African state, Benin, when negotiating infrastructure contracts with China. It considers the period from 2003 to 2014, when China outpaced France (Benin’s former colonial metropole and traditionally its main trade partner) to become Benin’s largest trade partner. This paper challenges the assumption that West African francophone countries’ dependency on aid and foreign investment necessarily limits their capacity to bargain effectively and exert influence in negotiations with China, as well as the assumption that African bureaucracies are ineffective and passivein their relationship with China. This paper has three specific objectives: (1) it establishes the extent to which the government of Benin has been able to exert influence before, during and after infrastructure negotiations with the Chinese government; (2) it explains this variation by exploring the role of bureaucracies and civil servants, domestic party politics and the political executive, and how they impact negotiating strategems and tactics; (3) it distils new insights into the conditions under which small states exert influence during asymmetric negotiations. In so doing, this study re-evaluates the role of small states in international negotiations, and analyses how negotiation varies within a country and across bureaucracies. By joining up theories of bureaucratic institutionalism with empirical evidence that weaker actors can influence negotiations depending on the structure of their bureaucracies and the roles that sub-levels of bureaucracies play during these negotiations, this paper will show how these parameters impact the negotiation outcome. In so doing, this paper aims to contribute to a small but growing literature on African agency in Africa-China relations.

Seen from a macroeconomic point of view, the small size of its GDP, its growth, and its population make its inclusion in this group of large emerging economies questionable. The invitation extended to it in December 2010 to join the group was first and foremost the result of diplomatic initiatives. This paper analyzes the diplomatic strategies South Africa deployed in order to join the group and demonstrates its diplomatic instrumentalization of its self-appointed status as leader in Africa and linchpin of the BRICS-Africa relationship. This instru- mentalization, which primarily serves its own interests, did not take place without causing a number of undesirable effects.

One of these m... more abstractThe gridlock in the Doha round of international trade negotiations in the WTO since 2001 has led developing countries to pursue different strategies to boost trade and investment among various partners. One of these mechanisms is the India-Brazil-South Africa (IBSA) forum created in 2003. The IBSA forum emerged in a context of the rise of emerging powers on the global scene and fits in their respective strategies of assertion and gaining status as global powers beyond their regions. Historically non-traditional trade partners, IBSA also allows the three countries to re-explore opportunities for trade and investment in each others’ growing markets. This paper will question the strategic aims of these southern-led cooperation mechanisms by looking at the forum’ activities related to the increase of south-south cooperation. The IBSA forum has often been criticized as not delivering results and being rendered redundant by the rise of similar groupings like the Brazil-Russia-India-China-South Africa (BRICS) forum. I argue that beyond publicly stated aim of promoting south-south cooperation, the IBSA forum allows its members to pursue three underlying strategic aims: autonomization through the increase of strategic partnerships with emerging non-traditional partners; socialization through the creation of transgovernmental and transnational networks; and greater visibility on the international stage, which increases political leverage.
